Remuneration: In accordance with the UN salary scale applying to professional staff.
Accountabilities: Under the supervision of the Chief, Human Resources Section, the incumbent will perform the following tasks:

  • Provide advice and support to managers and staff on human resources related matters.
  • Keep abreast of developments in various areas of human resources.

Assist in the preparation of HR related documents, surveys, reports, internal rules and regulations by:
  • Conducting research on various HR related matters within and outside the UN system
  • Drafting and/or reviewing guidelines, manuals, web content
  • Preparing reports such as gender, geographical balance, statistics etc…
  • Update the HR page on the UNITAR website




Assist in the Recruitment and Placement of staff and collaborators by:
  • Preparing vacancy announcements, posting of vacancies, reviewing applications, and providing a short-list to Programmes or Sections.
  • Reviewing recommendation on the selection of a candidate by Programme or Section.
  • Preparing and presenting cases to the Appointment and Promotion Board.
  • Carrying out all human resources administrative transactions including preparation of personnel actions and processing of contracts.
  • Supervising the maintenance of the human resources filing system.
  • Coordinating the UNITAR Internship/Traineeship/Collaborators Programmes.

Assist in the administration of staff entitlements by:
  • Administering and providing advice on salary and related benefits, entitlements.
  • Providing advice on interpretation and application of policies, regulations and rules.
  • Reviewing the applications for the internship/traineeship/collaborators Programmes, handling correspondence with applicants.
  • Acting as alternate Approving Officer in IMIS for the approval of PAs and consultancy contracts, when and as requested by the Chief of the section.

Assist in the Staff development and career support training by:
  • Providing induction orientation and briefing to new staff members.
  • Coordinating the logistical arrangements for staff training.
  • Assisting in the identification and selection process of resource persons, drafting terms of reference and performing administrative tasks in preparation for contracts and payments.

Perform other duties by:
  • Preparing classification analysis of jobs in Professional and General Service and related categories.
  • Providing guidance to programme managers on the application of classification policies and procedures
  • Reviewing the request for classification submitted by Programme to ensure accuracy and consistency in accordance with the rules
  • Acting as 2nd Classification Officer in classifying UNITAR posts up to the P-5 level as requested by the Chief of the Section



Work implies frequent interaction with the following:

  • Applicants/General Public
  • Human Resources Officers/Administrative Officers/Training Officers/Executive Officers in the Secretariat
  • Counterparts in other UN agencies
  • Permanent Missions to the UN

Requirements :
  • Education/Experience: A first-level university degree in human resources management, business or public administration, social sciences or relevant combination of qualifications and relevant work experience may be accepted in lieu of university degree. A minimum of two years of progressively responsible experience in human resources management, administration or related area.
  • Language: Fluency in both English and French (both oral and written) is required. Knowledge of Spanish is an advantage.
  • UNITAR shall place no restrictions on the eligibility of men and women to participate in any capacity and under conditions of equality in its principal and subsidiary organs. (Charter of the United Nations - Chapter 3, article 8). English and French are the two working languages of UNITAR. Priority will be given to the applicants from the under represented regions at UNITAR. There will be a probation period of 3 months.
